In August 2026, the Kaub gauge on the Middle Rhine briefly fell to 6cm, below the previous 2018 record of 25cm. The gauge is not the river’s literal physical depth, but it sharply constrains vessel loads and transmits into German industry through split cargoes, diversion to rail and road, higher freight rates and larger inventories.

This report uses “collapse” not to mean the disappearance of manufacturing, but to examine a decline in resilience: integrated assets, skills, supplier density, investment capacity and substitute logistics. It connects the long contraction in energy-intensive production, restructuring in chemicals and automotive, energy and compliance costs, and increasingly recurrent low-water constraints on the Rhine.

The analysis gives equal weight to the counter-evidence: improving GDP, manufacturing orders, exports, electric-vehicle demand and chemical-sector sentiment in 2026, as well as the €500bn infrastructure fund. It explains how a logistics disruption reaches working capital, credit and capital expenditure; compares sector sensitivities; identifies implementation weaknesses in policy; and sets out implications for Japan and major asset classes. The full report also develops alternative paths to 2030 and the practical indicators that would distinguish them.
